What's the scoop on RPL rosters -- does a club not have to maintain any continuity with rosters to keep the RPL spot. - at least 9 players?
Or is the plan for all the ecnl teams to "fake roster" players to keep the RPL spot but than fill the team with different players?

Depends I think. They have to keep 9 from this past year's RPL team on the RPL roster. Some will just drop down if they don't make the ECNL team, some will just be dummy rostered (they can have up to 22 on RPL roster, but probably will only play 16-17).
Interestingly, I heard (unconfirmed) that Top Hat has decided to just have an ECNL team and Athena teams - no RPL team in the fall. Maybe they want to earn it with the new Gold team or maybe they weren't going to have 9 players to put on that team (either they made ECNL roster and club didn't want to double roster or they moved to another club).

And do they have substitution rules like at State Cup, and in ECNL? That's where I don't understand the big rosters. I hope they tell people where they stand so that if they are one of the lower girls on the team, they know what they are getting in to. Then they are making an informed choice. This is the time of year that I'm really glad we aren't in the Atlanta market! College recruiting, which is the whole argument for going ECNL, doesn't matter if you aren't on the field much.

Yes. I believe u15 above has substitution limits. 7 a half and you can't re-enter in the same half.

So do players that know that they are at the lower end of the list hope that they will move up the list? Or maybe they just appreciate the extra training against better competition, or do the coaches try to get most kids plenty of playing time? Or maybe this just varies by team? I understand that each person makes decisions best for them. I just wonder how up front the coaches are, or if they are promising the moon to everyone with these big rosters;)

My experience so far with older teams has been coach has his top 11, and everyone else plays less than half a game....

Does anyone know if the U14 teams are allowed to play both RPL AND ECNL in the Fall? We are in SC and are hoping one of the ECNL teams drop out because we are first to move up from First Division North. Rumor has it the CESA team is planning to play both leagues.

Can someone tell me where this (9 holdovers from this past spring) is in the rules, I cant seem to find it. Is this as a whole or by age group?

The official published USYS National League rules require the 9 player continuity of roster from year to year. Since SRPL will be one major feeder into the NL from now on, it seems logical that R3 would enforce this as well. But as has been said elsewhere, R3 had not published anything official.

Atlanta Fire is 1st to move up but if two teams drop out Florida Krush is 2nd on the list.

Two won't drop out. AFU, TH and CF have all picked RPL teams at U14. Jury is still out on GSA. Interestingly, I read on the other forum (so, grain of salt and all) that GA soccer does not have to abide by the 9 player rule as Region 3 leaves it up to the state associations as to whether they will enforce it. Any DOCs or coaches on here care to chime in?

I believe Georgia Soccer has an RPL committee set up with the DOCs from the larger clubs. It is called the "premier League" committee and headed by Bill Rucker. You can no longer see the members on the website but it used to be the DOCs of the larger clubs. All they do is decide which teams to submit to the RPL committee in OK. It is up to the Region to determine if they will take the teams put forth by Georgia or not.
I do not know what guidelines the committee uses in determining which teams will get submitted. Probably something similar to the ones the select committee uses in determining team placement.

GSA doesn' have to play R3PL this fall in order to play in two NL qualifying tourneys next year (2016)unless they want continuity for U15. Not sure that's a goal of theirs.

The issue might be more about the (in)ability of their second team to play NL and the refusal of the first team to pay for all that travel.
