Are DA and ECNL players associated with clubs allowed to guest play on what is by name an Athena A or RPL team for the upcoming Georgia State cup?
If so, seems ridiculous to call the team the name of their Athena A or RPL name when in reality just call it the club and by their year because it is not a true representation of that team during the competitive season. The concern comes in regards to seeding, it's impossible for the state cup to accurately seed teams who are now stronger than they have been for the majority of the season that the state cup uses to set seeding.
Along that same thought, I don't understand how Georgia soccer allows an ECNL player to play on an Athena A game but an Athena A player is not allowed to guest play on an Athena B game because Georgia Soccer sates those player are not allowed to play down? How is the ECNL player not playing down when they play an Athena A game?

DA players can't, ECNL can. As long as the player is part of the member club. You're going to see girls that are Discovery players at State Cup. Not full time members of ECNL, but girls(I guess boys now too) on the 2nd team trying to make their way up to ECNL permanently. These girls may play only 5/10 minutes with ECNL but get a lot more minutes with the 2nd team. I've seen parents complain about my daughter's team on the old GA forum, but they were complaining about these types of discovery players. But since it is allowed, I'm sure there are times where full time players are called in to action. Not great for the full time 2nd team kids in my opinion.

Yes to ECNL kids, no to DA kids. DA has restrictions where ECNL doesn't.
All ECNL clubs bring players....some more than others. I won't point any fingers but some clubs played these players every minute of every game and benched their regular players. I know for a fact of players that were full time ECNL players and then went to play state cup, so this whole argument about Discovery players is not true. You can tell who the ECNL players are based on the patches on their shirts...also one club's sponsor logo is bigger in the front.
There are also a couple of clubs who I wont name that had boys DA players play in state cup...they would conveniently quit DA and then join these teams.

ECNL girls and boys can attend ODP functions and DA is off limits. End of DA season is right before tryouts June 2/3 are the last games. Also, my former club allowed a player to go to another team who made it to the Finals because of him. Not really fair for players that were on the team during the season to have someone just come in and take over. He played every game in the Cup an every minute. Scored a bunch of goals. So what does that tell you about the rules? Should be that a player should at least have played in 50% of regular season games. Not sure how to handle that one?

I like that idea! To be eligible for State Cup you had to have played or at least dressed and been checked in for at least 50% of the games that team played in their last season, spring or fall depending on age. Just add it to the game cards and both teams get a copy back showing which players played and who wasn’t, like with Red Cards. That way players can’t just club pass or transfer in last minute.

State Cup. I frankly have never understood the exclusion of DA. From a USSF perspective, what is the philosophy on keeping the teams totally separate. Someone please articulate this too me. I would love to see these match ups in the U13 U14 matchups where the DA games frankly don’t even mean anything and their not really playing for anything.

It's a DA rule. If C1 or RPL teams beat DA teams it may look bad for DA. BTW many clubs with DA guest play 3 DA players on state cup teams.

Seems to me State Cup is more about the Club than the Team. If it's about the team then you play the players that have been on the team all year. See what they can do and how they progressed. How they as a team can match up against tougher competition.
I'm all for the players on the roster for State Cup having to have played at least 50% of the season games with the team. But when has it ever been about what the people paying the bills want?

It's about both but clubs do what they can to enhance their teams chances of showing well including adding players.

No wonder there is no loyalty to the teams of the big clubs. If they act like dirtbags and replace your daughter at State Cup with Players from other teams than the message being taught is clear. Loyalty is for losers. Nice.

You have to allow a couple guests, often necessary due to injuries - but taking "higher level" players shouldn't be allowed. The hard part is writing the rule to block players who are rostered on lower level teams, specifically to game the system and work around the restrictions.
The minimum # of games PLAYED with the team suggestion does seem like a good solution.
