To play or not to play... Some clubs choose not to play and allow their body of work to speak for itself. Others need to make their cases to be considered for higher placement.
Why not play in any case? Do clubs risk getting placed lower despite their previous past performance if they have a poor showing? Will one tournament undo all of their work to this point? Conversely, will one good showing make up for a mediocre body of work? How much stock is placed on the academy cup results?

My understanding is that it is one of the factors used to determine initial placement for the fall season of U13 Classic or Athena. I was trying to gauge how much weight is placed into the results or even if it is held against some teams for choosing not to participate.

would be interesting to look at previous u12 11v11 winners and runner ups to see what there final placements were the following year.

I think our club uses it more for internal placement just because we have so many teams that are bidding for spots. We have been told that its good to play in the top bracket or second bracket for C1/C2 consideration. I know they have one U11 team that is looking to secure a spot as well.

Performance in Academy Cup is one of many factors that may affect placement at U13. When my daughter's team played at U12, the top four teams in her age group at that time didn't go and all made Athena A the following fall. If you are a small club or a club trying to get more than one team in at Classic 1 or Athena A, it may be worth the time to play Academy Cup to get a reading on the competition and how your team may fare.
But - that's also contingent on roster continuity - if you do well at Academy Cup, you'll need to keep most of the players from that roster to use for submission to the state if you're going to use the performance at the tournament as basis for placement.
There's also a lot of politics involved - DOC's attend the meetings and argue for their teams to get the highest placements. Bigger clubs have an advantage there. However, bigger clubs will also want to have as many teams as they can in high brackets and while I don't think there is an official rule or process on that, you can't have a Classic 1 bracket filled with 6 teams from the same mega club.
But U13 Fall season is a total crapshoot. No one club or director has the magic 8 ball to predict how their teams will perform. There will be one or two teams in every bracket so obviously misplaced - either too high or too low - and that only shakes out by Spring season for U13 and pretty much evens out the playing field completely by U14. Big asterisk on that though now that RPL starts at U13 (which I still contend is too early) and ECNL teams forming at U14.
Short answer to my long post - if you want to play Academy Cup - do it. You'll play teams you've probably played before but it's a decent tournament (run by GA Soccer like Atlanta Cup) and a good option for post season play. Like Atlanta Cup it's all over - you could be anywhere from Gainesvile to McDonnough and 8am games there from metro Atlanta are grueling.
