Has U S Soccer explained why their new age group chart for calendar year takes away a year for kids?
Currently, in Development Academy, a kid born in 2001 is a "U14" for the 2015-2016 season. However, according to the new chart, that player will be a "U16" for the 2016-2017 season.
Why did the chart change? Moreover, what will the DA age groups be for next year. Will kids born in 2002 be "U15?"

I think that matrix is in error. If you go to US Soccer website its different. For example the 02s on website are playing u14 which is what it's always been. On the new matrix it says U15 with 01s playing u16. Neither makes sense esp 01s who would lose a whole playing year.

It's gotta be a mistake. Why would we make these changes to follow the international standard (which USSF/DA presumably does) and then not follow it? Way to drop the ball, USYS...
