What if a coach breaks this rule? Is there any enforcement of the rule or is it just a guideline for the coaches?

I personally believe it's not even thought about by coaches. I would recommend asking your coach what can be done to gain more playing time or look to play somewhere else next year. Coaches have reasons for decisions they make and many are willing to share their thoughts.
Coaches shouldn't pick players up and not play them.

Have spoken to coach. He said she needs more confidence. He has broken this rule for 4 players on our team in every match during the fall season. One player left. For one of the other players, he has on occasion failed to rotate her in at all. She was given the same explanation of "no confidence". I agree that coaches should not pick up players and not play them. Seems unethical to me.

Regardless of age, I find it hard to imagine how a player gains confidence unless they get into the game. I agree that much happens during practice, but games are where players learn to apply what they have learned. I do know that as kids get older playing time is more often based on performance and players don't always get half a game. I don't ever see a situation where a player doesn't get in at all. Gee, I wonder why these players lack confidence.

Our player has gone through a similar situation. We didn't time the minutes until it became very obvious that the time on the field really paled in comparison to teammates' time. Averaged about 25 minutes the last three games. It was really sad when the weather was wet and cold and our player sat freezing for a good part of the games. Our hearts went out to her. Tough to come off the bench confident in those situations.

I had no idea that there was even a rule. I doubt it's seriously enforced but I'd have to imagine that it's hardly abused either. My oldest's coach said at the beginning of the year that he expected effort to be made to show up to all the practices and playing time would be affected if practices weren't taken seriously. My daughter's playing time actually increased since starting Athena I guess it depends on roster size at some of these clubs. We had games that we were close to not having enough to field a team and had to have a couple of younger girls play up to avoid a forfeit.

We have ridiculously large rosters across four teams of 17-18 players per team. while it's great to have the depth and 'spares' to compensate for injury and illness, when they're all there, it's a time crunch challenge.
However, our coach is AWESOME at keeping track of the time played. The only time any girls were slighted was when we had a ref who wouldn't allow subs regardless of which team had possession (I know it's the rule but when you see 4-5 girls waiting to sub in and they're standing there for 10 minutes - let them in!) Even in those times, our coach will flip the starters and put the subs in first in the next half - we are very fortunate to have a very deep and evenly talented team so the starting rotation changes all the time - the coach goes more for on field chemistry and who works best with who to make the decision of which players are on the field when.
I haven't heard of any parents complaining about the length of lack of length of time their player is on the field so it must not be an issue with our team.
BUT - we have been on teams where it was an issue and the parents took it to the DOC who then spoke with the coach. Yes it is a rule via GA Soccer so until they're on a high school or college team, any player playing through GA Soccer is guaranteed half a match playing time.

Just curious - is it the same for keepers too at this level? Do they tend to rotate games or play on the field a bit to cover the playing time? Or, play half and half?
