Happy holidays everyone.
Lets say you are registered with one club but have an opportunity to train with a team at another club. Are there any youth rules prohibiting such activity? I can imagine possible liability issues for the other club, but is this prohibited? I cannot find anything in rules that specifically addresses this issue. Perhaps it would be hard to argue this is not a form of recruiting. But, for instance, if I am paying a trainer, the club at which my kid is registered doesn't seem able to tell me my kid can't train with this particular individual even if they are a coach at another club.

I think if it's a business transaction - you're paying for the training - then it isn't in conflict with any rules of a club. We hired a coach at another club last year for some training and I flat out asked if it was OK with the club, the answer was yes - no problems at all.
I think they only way you'd run into any issues would be if your paid training conflicted with your regular club's training for the team.
As for being a form or recruiting - the best way to avoid that perception is don't hire the trainer/coach from your player's gender/age group. In our case, we hired a coach that was several age groups up to work with our daughter and evaluate whether or not she was ready to make the move. That coach evaluated her and relayed his thoughts to the current age group coaches but that was it. Nothing wrong with additional training and eyes -= we've done winter workouts at clubs that weren't ours, too just to get additional coaching perspectives.

Training with another team is analogous to guest playing for another team under player pass. One must have documented approval from the existing club. Absent that, the new club and coach can be jammed up for illegal recruiting.
