Forfeits

This was discussed with some valid content awhile ago, but I thought maybe we could have a go at it here with some civil discussion.  This season has seen five (or maybe six) forfeits.  Some of these look like they could just be 'convenience' forfeits (people don't want to drive 2-4 hours for a game). 

There are some rules in place to deal with forfeits.  For example:

* too many forfeits and you start to get suspensions and become ineligible for out of state tournaments
* forfeits count as two penalty points in the standings, but only if you accrue more than 5 penalty points
* loss of eligibility for state cup with too many forfeits
* possible fines

Is that enough?  Is it being enforced?

In my personal opinion, you should get penalty points in the standings no matter how many other penalty points you accrue.  Forfeits suck for the other team.
