Interesting that the U13 girls seeding is based on last season's results. For an age group with 16 teams, do they typically have four groups (#1,8,9,16 - 2,7,10,15 - 3,6,11,14 - 4, 5,12,13)? If so, here are the groups:
TH, Norcross, CF Black, Tiger
GSA Premier, SSA, NASA Premier, Roswell
UFA, NASA Elite, Chiefs, GSA Red
CF Elite, AFU, DSC, AFC
If this is the case, TH is fortunate - they'd play two teams currently at the bottom of A and one from E.

This is all normal for the seedings. Your groups are correct.
