My kid's team will be promoted this fall. They have some players who would be better served to stay where they are, competitive level wise. Coach plans to recruit, players and parents intend to help. Fortunately we have a coach who the kids really respond to.
Plan right now is to reach out to a few specific players from spring opponents.. Players identified as being best on current underperforming team. And from teams nearby.. Because nobody will be jumping to a small club team if it's a long drive.
What else can we do?

Well - your coach absolutely cannot recruit until after a certain time -I think either after state cup or a few days before tryouts. He can lose his coaching license or job if he does. So be careful. Last year a coach with rising a rising U13 team got busted and fired for just that and the entire team broke up and scattered to other clubs.
What you as a parent can do is reach out to any players you know personally from school or former teams and tell them your situation - specifically anything positive or key points that would pull them to your club. if you have friends at one of the clubs you want to recruit from, get them to get the word out about your specific age group/gender and position it as a move to a higher level team but at a smaller club. The fact you're moving up though, I bet you'll get kids coming to tryouts anyway. Good luck

The coach will have to be mindful of the rules for sure. We also have to overcome the small club stigma, but I think this team played pretty good ball (and the opposition noticed) all season long. Thanks for the reply.

Recruiting can start Memorial Day for Academy age, if I remember correctly.

Open communication period is laughably short.. Which (in my observation) leads to nobody following the rules.

Coaches are calling players already. Parents are contacting other players. Standard practice.

U13 and up, "open season" as I like to call it begins 2 weeks before the first allowed tryout date. For Academy, open season is the day of the first tryout.
Mine is a second level team. Usually after my first night of tryouts it seems I won't have enough players to make a team, then by the end of the summer I end up with 17-18 players, having picked up leftovers from other places. It's an adventure every time, but I really enjoy it.
The greatest feeling was last year when my best player called me to say he had made the top team at another club and wanted to thank me for everything I had done for him in the past. That really made my day!

talk to your DOC, see if he will let you talk to folks and have them come to your pre-camp for free. always worth a shot.
