One rule change this year is a minimum age of 13 for new referees. Prior referees were grandfathered in but the US Soccer system really screwed up that process and made it take forever to get approved and get the refresher course done. For a profession in dire need of people it seems backwards to make it harder to get new referees.

I can't imagine the 1700 difference is all kids under 13. I know for my kid she just waited until the last minute to do the course. She had finals and then didn't want to do it over the school holiday. After the holiday it was more school and soccer and it just slipped her mind. She did it last weekend when she realized she wasn't going to get assigned to any games if she didn't get her butt in gear. I imagine there are a lot of other high school kids in the same boat.

I had the same exact experience; teenagers! This year I will be providing three refs from our family so I am doing my part for the ref shortage.

Do rec games at the youth level (< 12 years of age) require certified referees?
I still think there should be some work done with scholarship players and refereeing? Whether paid or unpaid, its a great way to help out your club.

Whether paid or unpaid, its a great way to help out your club. No except if the U12s are playing RIAS through Ga Soccer. Like Academy games (again not the Pre-GPL league) those are considered “In House” and run by each Club and thus the Club sets the rules. That’s why you have random Academy U10 games that still do 30 minute halves, or that don’t allow free substitution on any stoppage.
