Is anyone hearing that CESA will not be a part of SCCL next year? Is there any insight as to why and where they may go?

Their second teams will be in the new Carolina ECRL. I guess most people here thought their third teams could not compete in SCCL.

Have not heard of the new ECRL.
So top teams will stay ECNL and then 2nd level teams ECRL.

ECRL is ECNL's platform for 2nd teams of ECNL clubs and some first teams that may be trying to prove that they deserve ECNL. The best of ECRL will get to compete against ECNL at the open cup. This was started a couple years ago and additional regions were added last year and a few more this year to start next season. Carolina is a new add on.

If a ECRL was added for georgia would second teams from NASA, afu, GSA, cf chose that or SCCL?

I would say that the exposure of ECRL would be better as well as the name recognition.

It probably would have better name recognition and therefore exposure, simply because there are other ECRL's around the country now. However, the big 6 already created what the ECRL is when they started the SCCL. It could be as simple as switching the name from SCCL to ECRL, but for them, it is about control. They like being the ones in control of everything in the SCCL and don't want to give that up. Maybe with the shake up and ECNL influence growing stronger, they can apply pressure for them to fall in line with ECRL... and if there was a demand from the parents and players, that might push it over the top.

SCCL, ECRL... not sure it matters, as the 2nd team kids won't get a look at the top team anyway.
Oh, did I say the quiet part out loud again? darnit.

I believe SCCL is meant to be a provincial league for the clubs that want control and the kids who just want to have fun playing until HS is over.

For clarification, I've mostly speaking of the first iteration of the SCCL. The SCCL has now been increased and is still growing, but as has been described on this site (in varying forms), there is a top tier SCCL that would be the equivalent of ECRL. Some have called it SCCL-C, with "C" meaning club-based or champions division. Below that, you have SCCL-P and now SCCL 1-3, which would be more along the lines of what you describe... kids wanting to have fun playing until HS is over...
