Nope. Not unless the state association is run by and accountable to the clubs. Monolithic unaccountable state organizations are on the way out. This one-size-fits-all was a major downfall of DA.
Boys and girls sides should be different. Because the goal is different (pro soccer somewhere vs college degree and stepping stone to a career).
