If you had to rank, what is the most important factor in deciding a team? (Since I know this varies by age, I will say U13-U15.)

To challenge the girls in practice they need la high level of quality teammates around, to challenge them in games and be seen by college coaches they need to be playing in a good league (you can be seen by college coaches in many different ways not only because you play in a good league). So I would say it is in the order you wrote but each one by it self it is not as beneficial as the combination of them.

Everyone basically said the coach is most important. I do agree with that, but also with soccerallstar that all these aspects work together somewhat. So if you had a great coach for a GA team and an average coach for a ECNL, which do you think is better? Both teams have players of high quality/ability.

Assuming your kid even wants to play in college I'd say: 1-Coach & Level/quality of teammates 3. League 4. Something else
If your kids just enjoys the sport then it's only one factor to me: 1. Teammates and the friendships.

For development purposes I think they all somewhat work together. I could say coach, but if you're not on a good enough team the coach can only do so much. As an example, when we were at U12 I thought we had a good coach. However, every training session we had 2-5 players missing and some of those at the session didn't train very hard. So, for us there was only so much the coach could do.
I would say: 1a. - coach 1b. - Level/quality of teammates 2. - League 3. - Club (they help direct league and tournament participation)

A Coach will be the top choice for those interested in actually getting better and achieving higher levels of play in the future. The best choice for younger players hands down. However I can see a high school senior choosing ECNL over a coach if they are interesting in showcasing their talent for college coaches ...

1a. Quality of players/teammates (players you go against day in and day out in training has the biggest impact in my opinion in the player development) 1b. Coach 2. Club and it's ability for exposure 3. League (league would jump club if club doesn't have the ability to expose kids to high level opportunities but even then the league by itself wouldn't be able to supplement a significant amount more if the club wasn't that good at exposure)
