Can you have guest players from another club play for your team in a Pre-season tournament? I thought guest players just meant from other teams on the same club.

Yes. Guest players for most club based tournaments can come from anywhere. Yours or another club.

every tournament has rules regarding guests. Pretty sure it is common for them to be across club affiliations (if you can sneak the player card away in some cases)

Guest players, who can only be used in tournaments, can be from any team at any level as long as they meet the age requirements. What you are thinking of is club passed players. They have to be from the same club as the team, have to play in that or lower age group and be on a team at a lower level than the one they are club passing with. Many more restrictions, but then they can play in regular season games.
