I've always stuck with my kids playing at the highest level possible if given the opportunity. Given that they're new to select, it should be a pretty blank slate for all teams.
That all being said- if your kid loves one of the coaches leaps and bounds more than the others let him play there. Doesn't matter the level. Good coaches trump all. Good luck to him this year!

Coach is always more important than league in my opinion

A few years ago we were in the situation to choose between SCCL-C at Club A and SCCL-P1 at Club B. After tryouts we sat down and it was probably the toughest decision we had to make to that point. We compared what we knew about the coaches and players on each team. We had sessions with both coaches and felt good about both. We decided to go with SCCL-C because almost everything else was equal, but the league was higher and we knew we would play better competition.
Reflecting back I still don't know if we made the right decision. Both teams were similar the first year we were at Club A, but they did play in different leagues. We believe playing in the higher league definitely helped with development because the speed of play was better.
I agree coach has a lot to do with the decision, but I would also say to look at the players on each team. Which team will your player be more comfortable, and which team will have teammates who will push your player to help with development.
If everything is equal, and you think both coaches would be a fit, then I would go with the higher league.

I would also add that with SCCL-C moving to promotion/relation that where you start in the fall may not be where you end in the spring. If the SCCL-C team is not as good, there is a decent chance of being related after the fall season to SCCL-P1. Likewise if the SCCL-P1 is really good, there is a chance of being promoted to SCCL-C for the spring. As previously advised, go with the best coach and the best players.

Here is the information from the SCCL page explaining how SCCL will work moving forward (as well as tryout dates for 2023, if you want to plan early):
2022-2023 Season Updates The Southeastern Clubs Champions League (SCCL) is pleased to announce its plans for continued programming for the 2022-23 year. The SCCL was initially formed in 2018 to fill a void in the youth soccer landscape. Since its inception, the league has maintained its mission to continue to offer relevant, necessary programming for clubs in Metro Atlanta and its surrounding region. We are excited to offer the following updates to all SCCL member clubs: 1. The 12U-19U club-based division has been the pinnacle of the SCCL since the beginning. Beginning in the Fall of 2022, the 13U-19U club-based flights will feature promotion relegation extending the competitive atmosphere from “Premier 1” to “Champions League.”
Clubs with teams currently competing in the “club-based” division will retain their position in the newly named “Champions League,” and going forward the promotion/relegation criteria will be applied seasonally as it has been in the Premier divisions (click here for the promotion/relegation criteria). Should a club feel that their current “club-based” team would be better suited in a Premier division, the club can request to be moved into a lower division.
2022-23 Hierarchy of Divisions
Champions League Premier 1 Premier 2 Premier 3 Premier 4 Premier 5 2. With the change to the club-based model at the 13U-19U age groups, the 12U division will now allow for more SCCL Member clubs to participate at the 12U age group. The only criteria for participation will be:
The teams must be from an existing SCCL member club A club must enter two teams for each gender it would like to participate in. For example, if Club A would like to participate in the Girls 12U division, they will be required to declare two teams (with a 26 player max roster for each team): One in the top flight, and one in the second flight. Clubs do not have to enter the 12U division in BOTH genders if it does not fit their club’s needs. 3. Upcoming Dates for the 2022-23 Year:
April 30th - 2022-23 League Agreements sent to member clubs May 15th - Deadline for 2022-23 League Agreements to be returned June 30th - Fall 2022 Team Declarations July 12th - Directors Pre-Season Conference Call September 10th - Fall Start Date (Matches begin) December 10-11th and 17-18th - SCCL Cup (15U-19U) December 17th thru March 5th - Summer League Tryout Window March 31st - Summer League Declarations Due March 4th - Spring Start Date (Matches begin) April 29-30th and May 6th - SCCL Jr. Cup 2023-24 Tryout Dates May 1st - First Contact Date May 22nd - First date for tryouts for players born in 2017-2010 May 30th - First date for tryouts for players born in 2009-2005 4. Fees for the 2022-23 year will be a flat per team fee (as usual) and will be the set at the following regardless of division/level:
14U and younger - $500/team 15U and older - $400/team We will continue to update our website with information regarding the 2022-23 season over the coming weeks, but we wanted all member clubs to have this information as they finalize their plans for the next competitive year. As always, thank you for your participation in the Southeastern Clubs Champions League!

Are any of the Big 6 actually doing champions league this fall? Main branches only I mean. Figured those will be for like Ufa Metro & Concorde Columbus now that they don’t have to place a team in there anymore.

Pretty sure Mirza told us most AFU teams would be dropping to Premier. Especially with South taking all the E64 spots as they had a lot of their teams already in SCCL Club.

I was told that our age group (2010G) was SCCL Champions and E64 was going to be at south but some age groups E64 would be in Duluth. But in this age group there are several very strong players including several that played SCCL at U12 and one kid that should be playing ECNL but chose not to do it yet due to travel. And UFA is doing Champions at Fowler for most age groups.

I know. I don't know how to send out info well without it sounding like that. Just have been around the block between both kids and know people from lots of places.
