For a new u13 team going into SCCL, how is the level determined? Is SCCL the highest or SCCL 1, what are the tiers? And how competitive is the league?

Most competitive to least competitive is ChampionshipSCCL, Premium 1, Premium 2, Premium 3, etc. The club determines which levels to put them based on how the team appears to be. All levels are promoted or relegated each season (end of fall/end of spring). The winner of the championship bracket in the fall earns an automatic bid to nationals in Colorado. For large clubs teams in this group, they normally put their 3rd level and lower teams in this league. Smaller clubs they might put their highest level teams in it.

Some of the teams don't belong in the divisions they have been assigned. Pre-season tournaments showed this and I am sure regular season will as well.

Some of the teams don't belong in the divisions they have been assigned. Pre-season tournaments showed this and I am sure regular season will as well. Some teams decided things like they did not want to play in Champions so they moved down, etc. On the girls' side 3 2011 teams joined the Champions but one club put theirs in a lower division. Not really sure why they decide to play against third/fourth teams U13 and one top U13 team. No U13 Concorde team. No U13 GSA team. If the big 6 want to play 11v11 at U12 then make their top division 11v11 at U12.
