I believe Japan also has something call promotion and relegation in their pro soccer pyramid. Makes you think… And only six of 26 on the roster play in their domestic league. Pretty similar to the US so that probably isn’t it.

A small club in Sweden, Ljungskile SK, made it all the way from the 5th tier to the top league (Allsvenskan) in the 90's. They only lasted one season but then in 2007 they made it to the top one more time. They're currently in the 3rd tier.
