This is my opinion, based on teams not in SCCL at U12 it is hard for them to find and schedule competitive games. Some clubs have solid teams at a specific location that could not enter SCCL due to artificial restrictions of 2 teams per club. The goal of this is to provide organization to the U12 age group. All the teams in the top division got to decide where they wanted to play in the spring. Some teams wanted 11v11 top level and some wanted second level, some teams wanted 9v9. The top teams from the fall are all playing 11v11 in the spring in the top division. Most of the other teams are playing in the second 11v11 group. Some teams like ATL U12 second team) are playing 9v9. Generally I think it was a good move. U12 was a mess for teams not in SCCL. If they keep this up next year they will need to organize the divisions better, I am sure there will be some unbalanced matchups (e.g. the ATL team in 9v9).

Tophat 11G Gold and UFA 11G Premier have been playing "up" in U13 (2010) SCCL Champions. I assume because they wanted to play 11v11. They are beating everyone by like 10-0. Just why...? I don't understand why they can't move to the U12 11v11 for spring. Also CF 11G South but they're not beating everyone by as much.

I do not know anything about the girls side, but you can probably thank artificial limitations that clubs and the leagues put in place. In my opinion, the same way in which ECNL does this by not letting the best teams in, rather restricting access via their monopoly.

Not taking anything away from these particular teams but top team of one age group playing up against 4th tier teams and beating them handedly does not mean much to anyone.
