You found the framework slide decks so that is a good start. My daughter moved from SCCL to DPL a few years ago.
1. The biggest thing you'll notice is the substitution rules. At DPL level and higher substitution rules are much more strict. See below.
2. DPL is a fairly competitive league. In our region the DPL competition is pretty good, and is a good stepping stone to higher level leagues girls can move up to in time. Most of the DPL clubs in Atlanta have GA teams so the higher skilled girls are placed in GA. That is not always the case when you go to showcases/nationals as some clubs have DPL as their highest team so you'll play some DPL teams that are stacked with talent. So there isn't always parity in talent. One thing that DPL does that is class leading is social media. They do a fantastic job promoting teams, girls, and events every day. DPL is better at it than any other league. I don't think it's even close.
3. Travel isn't too bad. Hoover is a day trip and you'll have to stay overnight when you go play the teams up north. There are required showcases so you will have to travel. This summer the national tournament is in LA.
DPL RULES AND REGULATIONS
GAME LENGTH
All U13, U14 and U15 games will be two (2) 40-minute halves with 10-minute halftime
U16, U17 and U19 games will be two (2) 45-minute halves with a 15-minute halftime
SUBSTITUTIONS
All games will have a maximum of seven (7) substitutes per half with no re-entry per half.
Teams can use a maximum of (5) moments per game for subs, with halftime NOT Classed as a moment.
Substitutions are allowed at any stoppage.
RED CARD POLICY
For any red card (2ct, DOGSO,Serious Foul Play) player will serve a 1 game automatic suspension, misses next scheduled DPL match.
For Violent Conduct, Abusive language:
1 game automatic suspension, depending on severity of the act or verbal abuse , League Manager OR National Technical Director OR Board of Directors can increase the punishment up to an additional 3 games.
