Florida posted their state cup format for 2015. i think they have more teams apply for state cup typically than Ga.
but i like their format, where top 2 teams from each group advance.

They have a lot more teams enter, plus the competition is spread more evenly across the state. To cut down on travel they start out regionally wit the unseeded teams. It used to be a single elimination tournament from the get go that started during the fall and went on week by week - kind of like the FA Cup.
