I do a lot of this, and I know plenty of referees I work with that do a lot of this. Younger ages I take time to explain the calls and calm them down versus trying to card in a 9v9 or 7v7 game. I find once 11v11 starts though except for maybe U13 teams I have to be more forceful, explanations sternly, telling them to walk away and stop or they are getting a card, telling them to quit time wasting, etc.... Boys more so than girls. I find that in a close game when one team starts time wasting, just making a statement to the team time wasting that I have a watch and I am keeping up with all the lost time, and the more they time waste, the more time I'm adding to the end of the game not to mention start handing out cards for time wasting as well. That generally gets them to quit doing that fairly quickly.
