HI! My son plays ECNL. Is he allowed to play in SCCL games, for his club, an age group up? Below are the club pass rules for SCCL but I don't think they answer my question or maybe I'm just not understanding.

1.4 - Club Pass Rule
1.3.1 Champions League Division
Club pass may be used to assign up to five (5) players to an older team. Champion league level players may not be passed onto any level of premier play.
U11 players are considered Champion league level players and therefore can only be club-passed to U12 Champion Level play. No U11 player may club passed to any premier division team.
1.3.2 Premier Divisions
Club pass may be used to assign up to five (5) players for ALL age groups, following the guidelines below:
A higher-level team at the same age group (SCCL Champions level is considered a higher-level team than any SCCL Premier Level team.)
Either the same or higher-level team at an older age group.
Under no circumstances, may players ever be utilized on a lower or younger level team.
Players may play a maximum of two games in one day.
Players can not club pass within the same division - for example if there are 2 x U19 teams playing P2, players can not be shared between these teams

SCCL at an older age is likely not allowed since your kid is ECNL and would be at least 1 division lower.

Last season in our group there was a team from another club using ECNL-RL players for the regular season games, we knew because some of our kids and some of those players were in the same school. Accordingly to our director there was nothing we can do against, since ECNL-RL and SCCL are two different leagues.

I thought playing an age up left you open for any level of movement. If a coach is asking directly you are probably good. If a parent is asking then check with your coach.

Playing up one age in SCCL instead of at age in ECNL will likely not be better as there is a reason the players are in SCCL and not ECNL at their age.

ECNL players can play any level and at their age or older in sccl. They’re two different leagues and associations so it just depends on how your club wants to register you.

So you can’t play “down” from US Club SCCL-C to P but if you play US Club ECNL… no big deal?
If US Club allows this then it’s kinda comical.

They’re two different leagues so USClub doesn’t even look at it. ECNL players have ECNL passes while SCCL have the generic USClub passes so technically you can’t club pass back and forth. The club just registers you on both rosters. This happens a lot in places that are not as populated as players will dual roster on an ECNL/RL team and still play for their local state association / local version of SCCL. Sometimes they just didn’t have enough players so they needed to have dual rostered players to ensure the local SCCL type team had enough players to form and play. Dual rostering like this has been common for years so it’s nothing new. Goalkeepers especially as I know one out in Augusta who played locally for a SCYS team, an SCCL team, a GASoccer NLP team and Scufc’s ECNL team. All okay as they are under different organizations.
