With the Fall season about to begin, complete details for the Spring 2015 Under 13 Regional Premier League have been released. U13 Classic and Athena teams will have the opportunity to participate in this new league and challenge themselves with high quality competition from around the southeast.
This December, Georgia will put forward 4 Classic teams and 4 Athena teams for Regional Premier League selection. These 4 teams will be the top four finishers in the Classic I and Athena A divisions respectively.
Does this mean 4 will definitely move up?

Actually, U13 and U14 are going to be two different scenarios.
U14 - as it was last year. 2 for sure, 4 possible (probable?).
U13 - 4 for sure. We will be playing against teams from Florida and Alabama.
R3PL is being restructured starting with the U13's. 6 states will be "East", 6 "West". They will be further subdivided into North and South. We get 4 teams each year in the East/South division. Next Fall, the top East (this year U13's - next's U14's) teams from North and South play in the East division. This will count as a kind of Division I. We still get to put 4 teams each year in East/South or Division II.
The whole thing ends up being based on relegation and promotion. I'm not sure of all the logistics but at some point I think the bottom teams in DII will not be invited back and the state will be required to provide new teams to replace them. This makes sense to me. Too often a team gets into R3PL, doesn't perform well but gets invited back the next year over a top Athena A/Classic I team. I think they had their shot and failed. Let someone else give it a try.
On the other hand, the other thing this does is that since the top teams move up, a Georgia team that's right on the edge doesn't get held back because the top Ga teams are still in the league. There will be no state quotas at the Division I level, so for all the teams that can handle it, they can make it.
DII will be the entry level for all future teams.

More motivation for teams to keep developing and improving. Great step forward. Now if the state and region would fix the antiquated ODP system, including their ridiculous selection process that almost no other state uses, I would really start to feel optimistic about youth soccer development in the US of A. But that is a topic for another thread that I started some time ago that I am about to re-kindle.

What happens to the slots occupied by the U13 teams from the ECNL clubs (looks like two will make it) when U14 rolls around? Does the club keep the spots and put their second teams in at U14? That might work OK for GSA, but I worry about AFU in that spot. It certainly could act as a recruiting tool for those clubs. ("Come try out for ECNL and if you don't make it, that's OK, you can still play RPL.")

I don't think it stays in the club, the spot is earned by a team not a club. and to stay in rpl at u14 in the fall one needs to win or be a semifinalist in SC?

There will be a fall U14 league based on the new structure. Teams can have a lot of turnover year to year so I would think the spot stays with the club until relegation kicks in at U14.

In order to be considered the same team you have to have 9 returning payers from the previous team. If they have 9, they can keep the slot. If not it goes to the next eligible team.
