Do brackets change from season to season? For instance, from Spring to Fall - will the lineup of teams for a given age group change?
If so, what are the promotion and relegation rules that govern those changes?

Promotion and relegation is done through state cup results and the previous season results. I believe the biggest qualifier is your finish in the Ga. state cup to be eligible then the rpl/ple will decide how many from each state.

Could it be that a state is not represented in the RPL, if that state finishes bottom 2 or so in the bracket?

So a team could consistently win Athena A (say at U14, U15, etc), but not get promoted into RPL because Region III determines there will only be X number of GA teams (and they are already in).
I wondered about this myself. At what point would the Athena A winner from GA get a shot at RPL while a crappy team from AL gets relegated out of RPL?

I was wondering about that too. If the GA teams do well enough, will they freeze out the Athena/Classic winners or state cup winners (assuming its not an RPL team)? Or will they bring in one team from each state in each region (North & South) regardless? If so, at some point, you'll end up with more GA teams in RPL than in Athena A/Classic 1. As usual, Region III really thinks these things through...
I think I'm just in a bad mood from having to drive back and forth to Lakeland over this past weekend because as we all know, Lakeland, FL is right in the middle of Region III East.

For the first division, i guess it remains to be seen. Seems that the size of this division would have to be controlled somehow. I am wondering why it would be different than the premier league. I understand equal state representatives for the first year. But, I would expect the same approach as premier league moving forward.

Could be worse, we played 2 teams from Tenn and one from roswell! Tenn teams had 8 to 10 hour drives! I get the reasoning, they want it to be an event for each age group, but there needs to be some logic as well.
Then the best, when we play in Henry county next month, we are playing 2 teams from south florida. that is a haul!
Lakeland had nice fields and was great facility, but no reason teams should have to go so far to play games, could have done it in north florida, which would have been easier for all.

East
In all cases a state association must approve a team’s return to the league. Teams
accepted in the Premier Division will not be allowed to participate or remain in
Division One.
U13 to U14
Premier Division
After completion of the U13 spring season the top six teams from each division
will be promoted to the following year’s U14 Premier Division (12 teams). The
teams finishing in the last two places in each division will be relegated back to
their state association.
Division One
The teams that finished seven through ten will be invited to play in Division One
(eight teams comprised of four teams in East North and four teams in East South).
Six slots will be filled by each state association promoting two teams each into
Division One (East North and East South). The results will be that Division One
East North will have ten teams and Division One East South will have ten teams.
If a state association cannot fill their respective slot then the opportunity to fill the
slot will progress in order of finish from the previous year’s U13 competition.
U14 to U15
Premier Division
The teams that finish in the ninth through twelfth position of the U14 competition
will be relegated to their respective Division One competition. The two teams who
finish first and second in their respective Division One competitions will be
promoted to the Premier Division.
Division One
The four teams relegated from Division One will return to their respective
subdivisions of Division One. The teams who finished three through four will be
allowed to remain in their respective Division One subdivision. Each state
association will then be allowed to promote two teams into their respective

If GA teams all finish in the top of 1st division, does GSSA get to nominate two more teams? I don't think you can have it both ways. You can't say the bottom teams get relegated (no matter what state they are from) and then each state gets to nominate the teams for promotion. Thanks for your well reasoned input. I'm not saying you're wrong. I'm just saying the rules as posted by R3PL do not make sense.

Here's my read, after absorbing your comments as well (thank you all BTW):
The way the league rules are written under the section "Promotion and Relegation" for the East Region on page 7, "U14 to U15", is describing the transition from U14 to U15. So, I believe the language "Division One Subdivision", again for the East, is referring to the U14 1st Division's E-North and E-South.
While we are still on U14, I do believe there's typo under "Division One". That is, "The four teams relegated from Division One will return to their respective subdivisions of Division One". I believe they meant to say "The four teams relegated from Premier Division...". I base this assumption on the fact that the preceding "Premier Division" section states "The teams that finish in the night through twelfth position of the U14 competition will be relegated to their respective Division One competition."
For current U15s and older in the East, "U15 to U16 ...", 2 teams are relegated from Premier to Division One, and 2 teams from Division One are promoted to Premier. Each state has the option at least of 2 teams in Division One. At the end of the day, it seems that the State Associations choose which 2 teams are to be in the Division.
