Do the winners of U13 and U14 RPL in the spring automatically qualify for the Region III Cmampionships this summer?

thats what I have heard. So if you win rpl but then dont win SC you still get to go to regionals

Sorry to hijack but didn't want to start yet another RPL thread...
Are there any details to how the u13's will work going forward? Both on the girls and boys side the GA teams are doing very well. I think it's probable that all 4 teams (on each gender) can finish top 5 or worse 6. So, what is the purpose of the seeding tournament in late March? Is it to rearrange teams in the Fall? If all that's the case, how does State Cup play into this?
Can you finish 3rd in RPL, play in the top bracket in that March tourney, make it to final 4 in SC, and still not make it back to RPL in the Fall? Seems crazy when a high quality team in that situation doesn't make it back. Even more so when I see some of the other states teams that are in it.
I know there are supposed to be two levels going forward? Will the six states reshuffle possibly in the Fall? (Top 12 play in one division, bottom 12 play in lower - with a chance to relegate and demote at the end of each season?
Not sure this information is out yet....thought maybe I missed it somewhere.

Top 6 PLE-N and top 6 PLE-S will form PLE in Fall. Same for U13 West. R3PL Central division to be eliminated. Bottom 6 in each sub region will stay in same subregion joined by new teams promoted by state associations.
Role of seeding tourney a bit mysterious, but talk of "winner" of top group getting bid to National League.
Continuity of roster apparently will be enforced - team next year must have 9 of same players to continue to play. So if a team playing at U13 moves to ECNL at U14 the club can't substitute a second team.
Awaiting official confirmation of all this, but you heard it here!

If true, It does confirm that SC won't mean as much as past years?
Also, that 9 player minimum makes sense as well. Next year is the age where ECNL/DA will really start to pull out those top players and the existing teams may only be shells of their current selves.

What is the purpose of the Seeding Finals? is it for the National League bid only? or is it to determine the true winner. Who gets the tix to go straight thru to the Regionals...both winner of N & S or the overall winner after seeding finals?
