Ok, so there are tournaments starting in less than a month. NL and Ecnl games in 6 weeks with some teams needing to book hotels.
What’s the date these leagues need to say go or no for the fall season?

The seasons are on. They’ll only postpone or cancel if they need/forced to.

That’s just what the clubs are telling us now. They have to wait until at least August to cancel/postpone so they can get another payment from most. Just give it a few more weeks

So, if you were the President, board member or ED of a club would you vote to cancel the season for your club, now? The risk would be worse. Might as well sign the club's death sentence as players would be free to transfer to other clubs still open for business, refund families, and probably have to let staff go. Colleges had to do something asap because DI athletes would move in next week to start their preseason training for the fall sports. Plus Covid-19 presented the perfect excuse for them to axe programs that cost money instead of generating revenue (DI football). For youth soccer, it would have to be a USSF/USYS/USClub or state central decision unless the counties start closing the parks first. Everyone hopes for the best. I don't think they want to do something before August unless things worsen dramatically, in which case we'll have far bigger problems. Hopefully in August will still be a go with a protocol published before the season starts.

We've already been seeing teams and full age groups have to pause for a 14 day quarantine.. how many games will get canceled? How many teams won't be able to participate.. often at the last minute?

First of all, none of the local mask orders are enforceable. Second, almost all of the mask orders exempt physical exercise. Both of your statements depend on what state you are talking about. There are several states that say you have to wear it outdoors if you are not social distance. As for enforcement there is no precedent that says they are not enforceable. In Georgia maybe it isn't. As for tourneys being canceled due to COVID I think it is less about field closures and more about teams pulling out due to positive Covid tests. They may have tournament games but it would not surprise me if the divisions get screwed up and that there are forfeits.

But anyone concerned about school systems deciding to NOT open the doors next month and do universal remote learning only? Would counties that do this (like Dekalb has done and Fulton is thinking about) allow sports tournaments to proceed (especially if on their fields)?

Sure they may talk, but ultimately school boards may elect remote learning and cancel school sports, while parks and rec departments may leave parks open for full use... or close them completely.
